VRAM sizes yes, Clock Speeds no. You can only compare the clock speed of 2 identical GPUs, and maybe cards in the same series, to a lesser extent. (E.g, an AMD R9 290 at 1080MHz is faster than a R9 290 at 1000MHz, but you can't compare those clock speeds to a NVIDIA GTX 780.) Similar to the way you can just compare clock speeds between 2 Intel CPUs from different generations.
