They are interchangeable. If you want another fan, you should get the R4 BladeMaster though. That's the fan that comes with the Hyper 212+ and it's considered one of the best CPU cooler fans.

1) Yes.
2) Indeed, WoW is CPU intensive. While the Core i3-2120 will offer good performance, you'd gain quite a bit of performance by upgrading to a quad-core CPU, such as the Core i5-2400 or Core i5-2500.

An after-market CPU isn't necessary but will greatly reduce your CPU temperatures and noise (the stock cooler can and will get noisy if you play long gaming sessions).

For Ram, both those versions are good (from what I know, I use that vengeance kind 8GB).

If you can, consider upgrading to 8GB... it's really nice to have that headroom, and it's at most $20 more, i think G.Skill is the cheapest at around $40 for 8GB.

It's simply less expensive, which is why I recommend it.

If you spend more, you get too close to the GTX 560 Ti (~$200-210), which offers higher performance than the 6870.

Either of those PSUs will do. Pick the cheaper Rosewill if you're on a budget. However, personally, for $10 more than the Rosewill, I'd do the PC Power and Cooling 500w. It comes with 2 more years of awesome warranty from PC Power and Cooling. That's not to say Rosewill has bad warranties.
