With the IGP set as the main GPU, FurMark, OCCT, and gaming did not crash my computer although the frame rate was very very slow.

At idle, Speedfan says the +12v is at 7.29v. For some reason, during all of the tests with the IGP set, the +12v didn't change at all. To make sure Speedfan was working, I switched back to the GTX460 and ran those tests: Furmark gave 7.18v, OCCT gave 7.23v, and gaming was about 7.18v. Is it weird that they are all lower?

All right, so I'd be inclined to say that your video card is defective.

Speedfan can sometime report the wrong values, I wouldn't worry about it. It makes sense that the value is lower with the GTX 460, since it pulls a significant amount of power.

In your opinion what AMD equivalent should I replace my GTX460 with? Or should I give the GTX460 another try? Also, I ask of an equivalent card since I don't think my PSU (Antec BP550) can output enough amps on the 12v rail for the newer cards (nVidia 500 series, Radeon 6900 series).

An HD6850 is a better card than the GTX460 and it's in a decent price range.

A 6850 is slightly faster than a GTX 460, while a 6870 is considerably faster. Your PSU should have no problem handling either one, they are quite efficient cards.
